The whole thing talks about some debate about if it's constitutional for states to regulate commerce with other states and countries while Congress is. There are three types of government power in the federal system: national powers, state powers, and co-ordinate powers (those shared by the states and the federal government). Congress (the legislative branch of the national government) has the power to regulate interstate commerce. Congress also has the power to regulate foreign trade. States can regulate trade within their own state. One thing the states cannot do is charge tariffs on goods from other states. If the states want to regulate interstate trade, they can make what is known as an interstate compacts but the national government has to approve it.
